VADM Tyson The Chair recognizes Doctor Both to review his psychological evaluation of the vorta, Amril. Doctor?

CMDR Both The vorta is in perfect mental health, ah, for a vorta, you know. He maintains a highly amicable nature even when under duress. However, I do not doubt that he's hiding many things. It's hard to pick through a vorta's mind and we have very little experience with them. He does have similarities to the case of Weyoun 6, from what I can gather of reports received from DS9 regarding the incident. He maintains respect for the Founders; he was very disappointed to learn that Odo had returned to the Link, and though he hid it well and acted amused, I am sure he was disappointed in the results of the Dominion War. I would not guarantee his loyalties. However, his interest in exploration appears to be genuine. Ah, it's very hard to tell what is really going on in his mind. It's quite possible he's suffering from a complex in which he has conflicting personalities leading to, ah...

VADM Tyson Thank you, Doctor, that will be enough for now.

CMDR Both Oh? Oh! Yes, of course.

VADM Tyson Gentleman, we must decide what to do with this vorta. He has expressed a desire to serve in Starfleet and has given us no reason to doubt his claims. But even if they are sincere, we cannot guarantee that he would not betray information to the Founders if he ever encountered them. Commodore Sotok?

CDRE Sotok I would like to remind the Committee that there is no logical reason to grant his request to remain aboard the Galileo. If his desire to aid Starfleet is sincere, then he will be willing to remain on Earth where he can continue to act as an advisor regarding the Dominion. He will be of most use in this capacity and, should a problem with the Dominion ever arise, he will be under our control. If he remains aboard a Starship, there is no way to know what he might do. Despite our best efforts to understand the vorta, our methods yield only speculation and probability. Lacking an appropriately thorough evaluation, it would be illogical to open ourselves to such a great risk.

RADM Voanin We are allowing our distrust of the Dominion to cloud our judgement. I sense apprehension. Do not deny it. There is a pause of about twenty seconds. Is it not possible that this vorta's sincerity is genuine? We represent the Federation's desire to explore new life, new civilizations, new cultures.

RADM Jarik But the risk of letting him loose is too great. You cannot deny that risk, Admiral.

RADM Voanin What is really the greater risk? That a single vorta logistics administrator might somehow manage to take down the entire Federation or that we will miss out on the opportunity to make a friend of an enemy? We don't know what this vorta is, true, but now is the opportunity for us to decide what he becomes. It's our choice, to make an enemy or cultivate an ally and an asset. There is greater potential for him and us if he is on our side.

CDRE Sotok Commodore Saalm's decision regarding the vorta created a security threat. He cannot be allowed to have access to key systems on a Federation starship.

VADM Tyson Commander Dale?

CMDR Dale We don't need to give him a commission or reinstate his provisional rank. Let him remain on board the Galileo in an advisory position.

RADM Voanin The Galileo's command staff is conscientious. They will not endanger their crew or compromise Starfleet.

CDRE Sotok Not intentionally, Admiral.

CMDR Dale You don't think they can assess security risks on their ship, Commodore?

CDRE Sotok The implications of your question are erroneous, Commander.

RADM Jarik The question is whether or not the vorta can be trusted aboard the Galileo and whether or not, should he turn out to be a spy or something like that, he would pose a significant threat.
